Historic Tax Credits
The State of Louisiana, and particularly the City of New Orleans, possesses a rich inventory of historically significant structures. In recent years, the State of Louisiana has led the nation in the dollar value of development utilizing the federal rehabilitation tax credit. Low-Income Housing Tax Credits
The firm has been actively involved in the low-income housing tax credit program since its adoption in the Internal Revenue Code of 1986, providing a wide range of services to a broad spectrum of clients. Elkins, P.L.C. has represented direct investors and syndication funds in low-income housing tax credits nationwide in transactions involving more than $100 million of debt and equity financings. Additionally, the firm represents developers and non-profit entities across the country with respect to the full range of legal services required to develop and operate low-income housing projects.

Qualified Movie Tax Credits
Elkins, P.L.C. has been instrumental in developing organizational and investment structures necessary for utilizing the motion picture incentive program adopted by the Louisiana State Legislature in spring 2002. The incentive program offers state income tax credits of up to 15 percent to investors in qualified productions made in Louisiana, as well as a credit of up to 20 percent of payroll expense and a sales tax exemption for qualified productions. Drawing on its extensive experience in the tax and transactional financing areas, Elkins, P.L.C. is uniquely qualified to assist movie production companies and equity investors in this rapidly growing industry.
